Company Overview
Vesta Security and Investigation Specialist began its operations on May 11, 2000, duly organized and registered as a professional security agency in the Philippines. The agency was founded by 1st Lieutenant Victorino A. Telan, a respected officer and gentleman who joined the Armed Forces of the Philippines in 1963. A graduate of Criminology, he utilized his rank as a Reserve Commissioned Officer (1st Lieutenant) to establish a credible and trustworthy security organization.
With his leadership, dedication, and the support of loyal officers, guards, and friends, VESTA grew into a professional and dependable agency, committed to providing security services of the highest standards. Despite challenges and stiff industry competition, the agency has continuously evolved—guided by discipline, integrity, and strong leadership.
A New Chapter of Leadership
On February 14, 2005, the agency’s founder, in pursuit of opportunities abroad, officially entrusted the ownership of VESTA SECURITY AND INVESTIGATION SPECIALIST to Mr. Rafael Ralph R. Daguman, a graduate of BS Customs Administration. With a strong background in the security industry, Mr. Daguman took the reins with a vision of ensuring the agency’s sustainable growth and operational excellence.
VESTA is now headquartered in Olongapo City, under the direction of Mr. Daguman. Supporting this legacy is his father, TSGT. Aniceto G. Daguman Sr., a retired Scout Ranger and Philippine Army veteran with over 20 years of military service, who played a key role in inspiring the establishment and mission of the agency.

The agency ensures its personnel are trained with the latest techniques and equipped with modern tools to safeguard lives, properties, and assets.
We go beyond protection—we provide advisory and support services to clients, offering proactive security solutions and performance improvement strategies tailored to each client’s needs.
In August 2009, the agency was renamed from Vesta Security and Detection Service to Vesta Security and Investigation Specialist, in compliance with PNP-SAGSD requirements for license renewal and standardization of service nomenclature.
